Parks midyear report: Appleton golf course posts July revenue record; department urges review of report

Deputy Director Flick told the Appleton City Parks and Recreation Committee on Aug. 25 that July 2025 set an all-time gross revenue record for the municipal golf course and that the year-to-date figures are trending above 2024. Flick said increased use has led to higher expenses as well, and staff are still finalizing net revenue calculations.
Flick asked the committee and public to review the Parks and Recreation midyear report prepared by division managers Greg Hoekstra (grounds), Nikki Wendt (recreation) and Jeff Plasher (golf superintendent). Flick said the report provides a snapshot of programs, projects and financial performance and that revenue figures in the report likely lag by a few weeks because of internal accounting timing.
Committee members asked about the budget performance summary and how to interpret year-to-date revenue versus the full amended budget. Deputy Director Flick explained that revenue lines reflect collections through June (or slightly earlier) in the report and described how grounds, recreation and golf each differ in revenue generation: grounds revenue is limited (shelter rentals, tournaments); recreation is the primary revenue source from program fees and aquatics; and the golf course is a separate revenue center.
During the information portion of the meeting, a member asked whether an ordinance change restricting use of tennis courts had been communicated; Deputy Director Flick said organized participants were contacted before the ordinance change and the issue had been resolved. A member also asked whether there had been interest from private donors related to a Veterans Memorial master plan; Flick said there had been high-level conversations with veterans and a small number of private donors but nothing concrete or committed.
No formal committee action was required on the midyear report or the golf course update; Flick encouraged committee members and the public to review the full report for detailed line-item information.
