Council names appointees; one tie on firefighters relief fund moves to September runoff

Charlotte City Council announced board and commission appointments on Aug. 25 and the city clerk reported results of member ballots submitted before the meeting.

The clerk said Harry Joyner was appointed to the Business Advisory Committee. For the Firefighters Relief Fund Board of Trustees, the clerk reported a tie vote and said the council will return to the issue at its Sept. 22 meeting for a runoff.

The clerk described the process: ballots were submitted by council members to the clerk’s office and a candidate receiving six or more votes is automatically appointed; if no candidate receives six votes a runoff is scheduled. Council members were given the opportunity to confirm ballots, and the clerk will record appointments in the official meeting minutes.

Council members raised a procedural question about whether candidates actively campaigning for office remain eligible for appointment; the city attorney and manager said an individual remains eligible to serve until elected and that a vacancy would be filled if an appointee later wins an elected office.

The clerk will file appointment records in the official minutes and notify appointed candidates.
