Planning director outlines CitizenServe rollout, waste-management host agreement cleanup and wind-project repowers

Stephanie Case, planning director, updated the Gilliam County Court on multiple planning- and permitting-related items: an intended fall rollout of the CitizenServe online permitting platform, an effort to separate land-use conditional-use permit provisions from the county—ontractual host agreement with Waste Management, tracking repower applications for wind projects and related laydown yards, and a records-retention and digitization initiative.
Case said CitizenServe will consolidate the county—uilding and planning permit applications on one online platform and that Boardman and Morrow County already use the system. She said the County plans to bring a revised planning fee schedule to the court when the county updates its fees.
Regarding Waste Management, Case said the draft host agreement currently contains items that belong in a contract rather than a land-use condition. She recommended moving non-land-use provisions out of the conditional-use permit and into the host agreement so land-use rules remain focused on zoning and permit conditions; Case said she hopes to present the separated documents to the planning commission in October.
Case said the county is tracking multiple repower projects, including Leaning Juniper units and Laydown Yard proposals near the industrial park and railyard; those projects are coordinating with county and other legal departments and additional land-use applications or amendments may follow.
Case described a plan to move duplicate or nonrequired hard-copy records into electronic storage and to relocate some files into county office space while the office reviews retention requirements; she said some energy project records are archived with the Oregon Department of Energy and therefore do not need to be retained locally.
No formal planning decisions were made at the meeting; Case said staff will return with fee-schedule changes and planned planning-commission items and that the Waste Management documents will be edited to place operational/contractual provisions in the host agreement rather than in land-use documents.
The court did later appoint two planning commission members during the consent/appointments portion of the meeting.
