Boulder council amends agenda, approves consent items and authorizes executive session on Sundance Film Festival
Summary

The Boulder City Council on Aug. 21 voted to amend its published agenda to add an executive session and to postpone a consent item related to the Boulder Police Officers Association (BPOA).
Mayor Aaron Brockett asked for and the council approved a motion to amend the agenda to add item 11A, consideration of an executive session under Colorado Revised Statutes for confidential legal advice and negotiation strategy related to the Sundance Film Festival, and to remove item 3G from the consent agenda and postpone it to Sept. 4. The motion to amend the agenda carried on a voice vote.
Later in the meeting the council approved the consent agenda (items 3A through F, H and I) by roll call; the clerk recorded unanimous support for those items.
Before approving consent, councilmembers spent time asking staff to clarify several consent items, including: - 90 Arapahoe annexation: staff confirmed portions were already landmarked (see separate coverage) and explained the economic context for an affordability change request. - Peacock Place / 5691 South Boulder Road site-review height modification: Planning staff explained height is measured from historic grade (the city uses the low point within 25 feet, historically set at 1971 grade) and said engineering review led to the need for an additional 2'to 3 feet of fill on the site; staff said the fill has been reviewed in technical documents and that drainage meets city standards. - South Boulder Recreation Center Verizon lease (consent item): councilmembers asked whether a new lease would address known cell-service gaps after the NCAR fire; staff said that specific reliability conversations were not part of the current lease paperwork but that they would take the question back to Verizon for follow-up.
After the consent vote, council took a recorded roll-call vote to convene an executive session under Colorado law (C.R.S. 24-6-402(4)(b) and (e)) for legal advice and negotiation strategy related to the Sundance Film Festival. The executive-session motion passed 8-0; the clerk stated the meeting then recessed into executive session and subsequently reconvened and closed the session at 8:08 p.m.

Councilmembers directed staff to follow up on questions raised during the consent review and confirmed that the postponed BPOA item will return to the Sept. 4 agenda pending union ratification of a tentative agreement.
