Planning commission backs rezoning amendment to allow outdoor storage and flexible development in Opel Service District

The Fauquier County Planning Commission recommended the Board of Supervisors approve an amendment to the 2014 rezoning concept development plan (CDP) and proffer statement for a 2.2-acre parcel in the Opel Service District owned by South Coast Investments.
Cara Marshall said the property is in the Opel Service District with a 2014 rezoning from RA to I-1 that included proffers and a concept development plan showing a single building and parking. The applicant asked to replace the previously proffered building and parking area with a general development area to allow buildings, parking, landscaping and outdoor storage; the proposed proffer statement would retain the 2014 proffers with no changes to allowable uses and would require a minimum 20-foot landscape buffer for all uses and an additional 10-foot buffer if outdoor storage is included. Staff also noted a minimum 3,000-square-foot building requirement was included to permit any outdoor storage.
Chuck Floyd, representing the owner South Coast Investments, said marketing the property since 2014 proved difficult because of site constraints and proffers and that potential users since the 2014 approvals have expressed interest in industrial/flex uses that would benefit from outdoor storage. Floyd said public water in Opel is not yet available at the site and that a 10,000-square-foot building could be constructed within setbacks but would not leave room for outdoor storage; the applicant provided four illustrative development examples that were not proffered.
A neighboring business owner, Greg Raffo of Broadview Automotive, attended to learn more and asked clarifying questions about how “storage lot” is defined. Planning staff directed him to follow up during office hours for detailed definitions and site-specific requirements.
Commissioners moved and seconded a recommendation forwarding the rezoning amendment REZN-14-LE-001 (South Coast Investments) to the Board of Supervisors for approval; the voice vote recorded “ayes” with no recorded opposition during the meeting. The Board of Supervisors will consider the amendment and any required site plan or proffer adjustments.
