The Truckee Meadows stormwater permit coordinating committee told the Western Regional Water Commission Wednesday that its monitoring program and recent watershed assessments generally show stability at most monitored tributary reaches, while confirming stream sensitivity to precipitation events.
Chris Holman, senior city engineer and the committee coordinator, reviewed the committee's MS4 permit obligations and the program budget. He said monitoring is the largest budget item and that rising lab and consultant costs have increasingly consumed the program's budget. "Monitoring continues to overwhelm our overall budget," Holman said, noting the committee receives a WRWC contribution for monitoring (a 75/25 split with NDOT) and funds a coordinator position through the City of Reno.
Holman described public outreach efforts that include storm-drain stenciling, school outreach and partnership projects such as installing beaver fencing and supporting a river-friendly living demonstration garden at Lake Park. The monitoring program uses 16 sites (12 tributary sites and four urban outfalls) and a consultant statistical analysis of roughly 10 years of data to look for red flags and opportunities to reallocate sampling effort.
In 2024–25, the committee completed watershed assessments on nine reaches including Allen Creek, Somerset, Galena, Thomas and Weitz. Consultant NCE found most reaches unchanged since prior assessments; Whites Creek showed notable change following a large precipitation event. Holman said the assessments underscore that streams in the watershed are highly sensitive to precipitation and that maintaining riparian setbacks and vegetation remains important.
Holman said the committee received funding for another round of tributary assessments and is developing a multi-year plan to prioritize miscellaneous items and larger projects so jurisdictions can better anticipate likely needs.
No formal action was required for this informational item; commissioners asked about long-term funding and plans to forecast monitoring costs.
