City planner Bill Dean led the presentation, saying the city initiated the changes after recent cases raised questions about how long permits remain valid and how PUDs may be used. "We're establishing, you know, basically the effective life of a permit with this code," Dean told commissioners, describing a proposed standard that would require "the proposed work shall commence in conjunction with a building permit or public infrastructure permit within one year" of the permit's effective date. He said the draft also proposes limiting extensions and otherwise clarifying appeal and effective-date language.
