Dickinson commission approves liquor license, YouthWorks MOU, paramedic contract and Silvergate plat

Rusty Lantern liquor license: City Administrator Dossinger told commissioners the application and background check were complete for a beer-and-wine on-sale license for a proposed Rusty Lantern at 135 West Vallard Street. Commissioner Bair moved for approval, Commissioner Frederick seconded. The recorded vote was unanimous among present members and the motion carried.
YouthWorks memorandum of understanding: Miss Carlson presented an MOU that formally records an agreement for the City of Dickinson to serve as fiscal agent and passthrough for state grants supporting activities in a human-trafficking grant application submitted by Mountains Plains Youth Services Coalition (YouthWorks). Commissioner Frederick moved to approve; Commissioner Bair seconded. The motion carried with recorded ayes.
MedOps paramedic contract: Chief Presnell summarized the decision to contract with MedOps of Wyoming to place temporary paramedics in Dickinson under a hotel-option staffing approach. Funding will come from salary savings in vacant positions; no additional appropriations were requested. Commissioner Bair moved to approve the contract; Commissioner Frederick seconded. The commission voted aye; the motion carried.
Silvergate Addition minor subdivision (Resolution 36-2025): City/County Planner Josephson summarized that the final minor subdivision plat for Silvergate Addition covered a 0.556-acre site with two four-plex/townhome buildings and a requested sanitary sewer easement. The applicant obtained variances from minimum lot-size requirements from the Board of Adjustment; planning staff and the Planning and Zoning Commission recommended approval subject to conditions. Commissioner Frederick moved approval, Commissioner Bair seconded. The motion carried.
