The council used a block vote to approve four items (agenda items 1–4) and item 6. Item 5 (miscellaneous plumbing supplies) was voted on separately and passed 4–1.
Under the first resolution, the council established the base proportions required by article 19 of the Real Property Tax Law, a technical calculation that sets the share of the city’s property tax burden apportioned to residential and commercial property. The city manager told the council the state Office of Real Property Tax Services reviews and verifies the calculations and noted the proportions cannot change more than 1% in a given year.
