Council declines to reconsider abatement timeline for 315 East Dunkerton Road; demolition contingency remains

The Cedar Falls City Council on Aug. 18 voted against reconsidering the abatement schedule for the property at 315 East Dunkerton Road, leaving intact a prior resolution that orders a three-phase abatement with each phase 30 days long and provides for city-conducted demolition if the owner fails to complete any phase.
Councilor Cruz moved to reconsider the abatement resolution and send the matter back to the condemnation committee for a revised abatement recommendation; Councilor Gamfield seconded the motion. Cruz said he was concerned the existing schedule risked leaving an occupant homeless and wanted more time to allow community volunteers and family to assist with cleanup. Other councilors said the time line was set because prior cases had drawn out and that staff retains flexibility to report progress and the condemnation committee can recommend extensions if warranted.
Attorney advising council and staff said changing the abatement order was not on the agenda and that the condemnation committee holds jurisdiction to make final abatement recommendations; staff said they would provide updates prior to the next meeting. After debate, the council called the question and the roll-call vote on reconsideration was 3 in favor, 4 opposed — the motion did not carry. The original abatement order remains; staff clarified that any demolition action would require return to council for contract approvals before demolition could occur.
Councilors and staff said they expected staff updates before the next meeting, and several councilors suggested community members were mobilizing to assist the property owner with cleanup during the abatement window.
