Council adopts plan and budget estimate for 2025 bridge maintenance project — $460,000

The Cedar Falls City Council on Aug. 18 approved the plan, specifications, form of contract and an estimated $460,000 construction cost for the 2025 bridge maintenance project.
City staff said the project includes repairs at five locations: West 18th Street over Dry Run Creek; Cottage Row over Snake Creek; Main Street at the Cedar River; Center Street at the Cedar River; and work at the mayor’s pedestrian bridge along Highway 58. Staff said the work includes railing replacement and concrete repairs, and specifically noted the Main Street railing will be removed and replaced with a concrete element and new steel railing.
Matt Tolan presented the staff report and said the street construction fund will pay for the project. Councilors asked clarifying questions about whether the Main Street railing work is replacement or repair and whether the project would go through an open public bidding process; staff confirmed a remove-and-replace approach for the Main Street railing and that the project follows the required public bid process.
A resident asked whether Iowa DOT had been solicited for bids because of recent DOT work nearby; staff said they would follow up. With no other public comment, council approved the resolution adopting the plans and estimate. The clerk recorded all members voting aye and the motion carried.
Staff will advertise for bids and return with a contract award recommendation after bids are opened and evaluated.
