Assistant Planner Gerardo Victoria told the planning commission that the tenant space would be entirely enclosed and air conditioned, and that staff’s earlier concern that the use could be “high impact” was relieved because there is no physical expansion of the building, adequate parking for the shopping center, and proposed operating hours staff considered reasonable.
