The Danvers Conservation Commission voted Aug. 14 to close the public hearing and issue an order of conditions for a privately owned pier, gangway and float at 10 Tibbetts Avenue (DEP file 14‑1441). The commission granted a waiver to allow limited work inside the 35‑foot no‑disturb zone and required the applicant to revise plans to address Division of Marine Fisheries (DMF) comments.
Attorney Bob Griffin, representing applicants David and Kristen Taylor, described a short fixed pier extending about 43 feet from the shrub line over salt marsh, a 40‑foot gangway and a float with support legs providing required clearance. Griffin said the design provides passage for small craft and low‑tide access such as kayaks. The Division of Marine Fisheries sent a memo dated Aug. 14 recommending a 1.5:1 ratio of vertical clearance to pier width to reduce shading impacts; the applicant agreed to revise plans and reduce the deck width in the marsh crossing to meet that guidance.
The commission granted a waiver to allow stair and pile work in the 0–35 foot zone adjacent to the salt marsh, issued an order of conditions contingent on applicant filing revised plans that show the DMF‑recommended clearances, and recorded additional conditions: floats should be removed or stored above tide/ice levels in the off season where practicable; no boat storage on the marsh/mud was authorized without further approval; and the applicant must follow the DMF recommendations in final plans.
The motions to close the hearing, grant the waiver and issue the order of conditions were adopted by unanimous voice vote of commissioners present. Staff will receive revised plans and monitor construction and off‑season storage practices.
