The Davis County Library Board on Aug. 14 approved a set of routine financial and administrative items and authorized a three-year addendum to the library's vendor contract to restore text-message notifications for patrons.
Board Vice Chair Ryan Nelson opened the meeting and the board approved minutes from June 12 and June 23 and ratified May and June 2025 expenditures. Josh Johnson, the library director, briefed the board on routine budget adjustments and said staff had not identified any major problems with spending. "We are spending the money very well," Johnson said.
The board also ratified the library's quarterly donations. Johnson told the board the county changed its donation-recording policy so the library now records and routes all donations, including those under $50, through county processes. Board members discussed longstanding gifts and trusts, including ongoing contributions from the Blood family trust tied to the Kaysville branch and significant in-kind donations from the Simmons family; Johnson said the trust arrangements require that items purchased with that money remain managed at Kaysville and reported to the city. The addendum covers three years; staff said the vendor priced the service at about $14,200 per year plus a one-time implementation fee of $2,500, for a roughly $45,100 total over three years. The service will use a 5- or 6-digit short code, require patrons to opt in and allow opt-out by reply, and provide metrics staff will report back to the board.
Johnson said the library signed up for capacity to send roughly 23,000 texts and that the board would receive usage data after the service is in place. He also said staff will decide later whether to use the service for event subscription texts in addition to transaction-style messages such as hold notices and overdue alerts.
