Board reviews small HR policy changes: political activity guidance and vaping restrictions

Human resources staff presented two personnel policy updates to the Cochise County Board of Supervisors: a clarification on political activity for appointed‑officer employees who report to the board, and an update to the county smoking policy to include vaping and specify distance and vehicle restrictions.
HR described a minimal amendment to paragraph four of the political activity policy to state that “no county employee within the appointed offices reporting to the Board of Supervisors shall engage with any legislative body outside of the knowledge of the board of supervisors” and that such matters should be routed through the county administrator for direction. HR said the change is intended to make employees aware of activities they should not undertake and to clarify reporting lines.
On smoking, HR proposed clarifications that vaping is not permitted in certain county locations and that employees must remain a specified distance from doorways to avoid vapor entering buildings; HR added that vaping is not allowed in county vehicles. Staff said the amendments provide supervisors with clearer authority to address violations.
Supervisors did not take final action at the work session; HR said the amendments are minimal and intended to give supervisors and employees clear guidance. The items will appear on the regular board agenda.
