Danvers issues certificate of compliance for Summer Street culvert replacement

The Danvers Conservation Commission voted unanimously Aug. 14 to issue a certificate of compliance for the Summer Street culvert replacement project, DEP file 14‑1419, after the project team presented post‑construction photos and as‑built plans.
The work, presented by Bill Casey, project manager for Arcadis representing the Town of Danvers, replaced an aging corrugated metal culvert with two HDPE pipes, installed a new concrete headwall, tied in several existing catch basins and stabilized the downstream slope. “This is the Summer Street culvert replacement…this is a post construction view of the culvert,” Casey said while showing photographs of the finished work.
Commissioners said the as‑built photos and the field performance satisfied their questions. The commission confirmed the installation included new headwall and riprap slope stabilization where the original pipe had corroded and caused undermining of adjacent soil and sidewalk. Commissioner Michael Splaine asked whether the culvert was “performing like it should,” and Casey replied that the installation occurred during an unusually dry period last year and the structure is functioning as designed.
After brief discussion the commission moved to issue the certificate of compliance. The motion passed by voice vote; commissioners present voted in favor.
The certificate closes the file administratively; staff will file the record with the Department of Environmental Protection under DEP file 14‑1419. The commission did not attach additional special conditions beyond confirming the as‑built conformed to the approved plan.
The commission’s jurisdictional authority for the hearing was cited at the meeting as Massachusetts General Laws Chapter 131, Section 40 (the Wetlands Protection Act) and the Town of Danvers Wetlands Protection Bylaw (Chapter 26).
