Philip Bernon, appearing remotely, told the board the scope would include preplanning services through November and implementation of RFPs needed to move the design and construction phases forward. “It includes several aspects…to make sure you're ready to move forward with your design and construction activities,” Bernon said.
Staff said the contract pays Banner to complete scoping, develop requirements for the solicitation, and perform other preplanning tasks identified in the project's 90‑day action plan discussed at earlier meetings. The contract will be posted with the agenda; staff offered to circulate the contract before the meeting to give supervisors more time to review.
No vote was taken in the work session. The contract will be presented for formal board action at the regular meeting; staff advised supervisors they could ask Banner representatives questions at that time.
