Omaha council approves interlocal agreement with Kearney and operator assignment for city lottery proceeds

Councilmember Festersen asked a finance question about how much revenue Omaha would receive under the agreement. Bill Harvey, who identified himself at the hearing as general counsel for Big Macchino, said based on about 24 years of the program and recent handles the city’s portion should be in the range of $150,000 to $200,000 a year. Harvey described the city’s share as a net 2 percent, which he characterized as “a 1% plus a 1%.” He added the revenue stream is expected to begin Friday, Aug. 15.
Harvey also thanked council staff and city departments for accommodating the schedule and for their work on the documents. “We really, really appreciate this, and it's gonna get the city of Omaha, and the and the relationship with, the city of Carne off to a great start,” Harvey said.
The council opened a public hearing on the assignment and assumption agreement (Item 4). Harvey spoke as a proponent; no opponents spoke. After the hearing the council moved, seconded and approved the resolution by roll call (Festersen — yes; Goodwin — yes; Harding — yes; Hugg — yes; Roe — yes; presiding officer — aye). The prior ordinance (Item 3) also passed by roll call, 6-0, after council discussion.
The staff memo referenced during the meeting was cited by Harvey as explaining the assignment and related terms; the finance department was noted as not present for part of the discussion. The meeting record shows an affidavit of publication was filed and a copy of the Open Meeting Act was posted in the legislative chambers.
The council adjourned after the votes.
