The Overton County Board of Education authorized advertising and bidding for three elementary-school building projects and received a construction update at its July 29 meeting. The board approved the motion to bid Allens Elementary, Gilham (Hillham in presentation) and Richmond Elementary projects with Upland Design (project consultant) responsible for bid documents and advertising.
Project consultant Templeton told the board the construction documents are complete and said crews uncovered challenging soils at Rickman that will require cap grouting, a deep-grouting method to stabilize soft soils and bedrock prior to foundation work. Templeton said the team has used the technique on a recent Putnam County school and that it was successful.
Templeton also reported Allen's traffic study is finished and that recommendations to reduce congestion at the highway crossing are being incorporated into the bid documents. He recommended a staggered bidding schedule so contractors can visit all three sites at a single pre-bid meeting; the consultant identified August 14 for the pre-bid site visit, with bid openings tentatively scheduled to begin with Hillham on Aug. 26, Rickman the following Thursday, and Allens on Sept. 4. The consultant said the Rickman addition includes a cafeteria piece that can be completed sooner to provide additional space while the remainder of the project continues.
Templeton said the Rickman prime contract would allow 450 days from notice to proceed for full completion and that Allens and Gilham/Hillham would be in the neighborhood of 400 days. He told the board some added cost from soil work is likely but expressed confidence in the budget based on recent local bid results.
The board approved the motion to advertise and bid the projects; the transcript records a roll-call vote listing ten members as voting yes. Members directed staff to publish advertisements and submit plans to the fire marshal for review as part of the normal plan review process.
