Lincoln Park City Council approved a series of routine and substantive items on the consent agenda and during the general session, including minutes, training authorizations, solicitations for bids and equipment purchases, a zoning text amendment reducing childcare outdoor play-area requirements, and an amendment to a bond ordinance related to drinking-water state revolving fund loans.
The council approved the consent agenda items by roll call, which included: approval of July 28, 2025 regular meeting minutes; accounts and claims payable; staff attendance at City Clerk education day and City Clerk master academy; solicitation of bids for interior door replacement at the community center; and approval of a block party. The roll call recorded all voting council members present as voting yes.
On a substantive ordinance, the council gave final approval on third and final reading to amend chapter 12.96.02(w) of the codified ordinances to reduce the outdoor play-area size requirement for childcare centers to at least 1,200 square feet, and to require an on-site drive arranged to allow maneuvers without affecting public-street traffic. The adoption included reference to compliance with the Child Care Organizations Act, Public Act 116 of 1973. The ordinance passed by recorded roll call with all members voting yes.
Council also amended bond ordinance 2025-001 concerning drinking water State Revolving Fund loans; the amendment was adopted by unanimous roll call.
The council awarded the purchase of three NFPA-compliant thermal imaging cameras to Municipal Emergency Services (MES) of Sandy Hook, Connecticut, citing MES’s proposal as the most favorable in compliance, reliability and value. The fire department requested the cameras to improve size-ups, interior victim search, firefighter safety and training; the purchase was approved with funds to come from Community Development Block Grant (CDBG) account 249-050-75504.
Separately, council awarded a contract for combination carbon-monoxide and smoke detectors to FireLine Equipment of New Holland, Pennsylvania, in an amount not to exceed $20,000. The detectors are intended for an ongoing initiative to distribute life-saving detection equipment to residents in high-risk and underserved areas; funds were likewise approved from CDBG account 249-050-75504.
Roll-call votes for these items were recorded in the meeting minutes and were carried as follows: consent agenda — unanimous yes; childcare ordinance adoption (third reading) — unanimous yes; bond ordinance amendment — unanimous yes; thermal camera purchase — unanimous yes; smoke/CO detector purchase — unanimous yes.
