The Columbia City Zoning Board approved a special exception allowing Excel Cafe to operate as a Type 2 eating and drinking establishment at 43284 Jackson Boulevard, permitting the restaurant to stay open until 2 a.m. on Friday and Saturday nights.
Quanisha Rice, owner of Excel Cafe, told the board she operates a community‑oriented menu of handheld items and wants extended hours to serve customers who seek a later, quieter dining option. “At Excel Cafe, I've curated a menu of handheld delights,” Rice said, describing the business’s focus on brunch and late‑night patrons.
Staff explained that Type 2 eating and drinking establishments are those open after midnight and that the board must consider additional conditions, including days and hours of operation, staffing, parking and the proposed entertainment plan. The applicant told the board the proposed hours apply only to Friday and Saturday nights; Rice said the business would close before midnight Sunday through Thursday.
No members of the public spoke in opposition at the hearing. Several board members noted similar businesses in the area that already operate later hours and said the application did not present obvious conflicts with the zoning criteria or the public interest.
A motion to approve the application, subject to staff recommendations and conditions listed in the board packet, passed and the chair announced the motion carried.
