Commission approves proposed window replacements at 135 North Old Pueblo Road in Ysleta district

The El Paso Historic Landmark Commission voted Aug. 7 to approve proposed window replacements at 135 North Old Pueblo Road, a non-contributing property in the Ysleta Historic District built in 1942.

Staff described the property as set far back from the public right-of-way and showed archive survey photos and recent elevations. The applicant proposed two picture windows on the main elevation, other windows as single-hung and an awning for one opening. Staff recommended approval with modifications where necessary, reiterating Ysleta design guidelines that favor repair over replacement and advise matching the original window type, style and operation where windows are damaged beyond repair.

A representative on the record (Daniel Viera) said the homeowner sought higher-efficiency windows and relief from dust infiltration; Viera noted some existing windows were already nonoriginal. Commissioners said the proposed work largely restored a more appropriate window pattern and that single-hung units were a preferable replacement type for several openings. The motion to approve “as proposed by the applicant” passed by voice vote; no roll-call tally was recorded in the transcript.

Staff noted that although the building is older than 50 years, it is listed as non-contributing due to earlier alterations. Commissioners emphasized the usual preference to retain original windows when present but accepted the applicant’s proposed window types as closer to historic appearance than the existing condition. The applicant will proceed under the approved specifications shown in the application materials.
