Atchison County commissioners approve opioid settlement participation, IT licensing and multiple road and bridge purchase orders

The Atchison County Board of Commissioners voted Tuesday to participate in the national opioid settlement related to Purdue Pharma and its bankruptcy plan and approved multiple purchase orders for information-technology licensing and road and bridge projects.
The board voted unanimously to allow the chair to sign a document authorizing the county to participate in the national opioid settlement process related to Purdue Pharma; county officials said the settlement is administered under the bankruptcy court’s terms and that distributions will be handled under the same formulas used for other participating entities. The board recorded the motion as approved, 3-0.
Commissioners also approved a one-year licensing renewal for the county’s virtual server cluster (VMware vSphere Standard) with 27 Virtual Consulting LLC for $3,008.58; the IT director said the expense was budgeted for 2025 and that maintenance costs have been rising. That motion passed, 3-0.
In road and bridge business, the board approved a $15,000 purchase order to Schwab Eaton for a grading plan and bid documents for a new shop site (motion passed 2-1), and it approved a $156,000 design purchase order to Schwab Eaton for Ottawa Road Phase 3 rehabilitation, shoulder widening and drainage (passed 3-0). The board also approved a $731,684.92 purchase order to Ebert Construction for Bridge 290 replacement out of the special highway fund, and a corresponding $96,800 purchase order to Schwab Eaton for construction engineering on Bridge 290; both motions passed 3-0.
Commissioners and staff discussed how the county will manage large multi-stage public works contracts and reimbursements, noting that many federal- and state-funded road projects are reimbursed incrementally. Road and Bridge Superintendent Joe Snyder described the expected monthly reimbursement process and asked the board whether purchase orders should be issued for full contract amounts or incrementally as payments are made. Commissioners asked for a standard approach going forward and for monthly project updates to keep the board informed while limiting routine attendance for small incremental payments.
