Staff summary and public comment Staff described the request as a continuance to allow additional coordination between city departments and outside agencies and said the applicant requested extra time to work through technical conditions. Kurt Heintz, Base Civil Engineer at March Air Reserve Base, told the commission the site lies in Accident Potential Zone 1 and that the Air Force needs time to review the plans for compliance with Air Force regulations.
"This site is located in Accident Potential Zone 1, so we would need time to review that," Heintz said during public comment.
Commission action Vice Chair Shively moved to continue consideration of Tentative Parcel Map 25-00007 and Development Plan Reviews 22-00022, 23-00009 and 23-00010 to the Aug. 20, 2025, regular meeting; Commissioner Jimenez seconded. The commission voted 5-0 (Lopez: yes; Jimenez: yes; Menendez: yes; Vice Chair Shively: yes; Chair Hammond: yes). Staff recorded the continuance to the Aug. 20 meeting at the regular time and place.
Next steps Staff will bring the item back on Aug. 20 after the applicant and affected agencies — including March Air Reserve Base — have had time to review and comment on the plans. Any substantive technical revisions or outstanding agency requirements will be included in the project packet for the next hearing.
