Kootenai County commissioners approve payables, property-auction minimums, courthouse reconfiguration and several contract renewals

Kootenai County commissioners on Aug. 5 approved a package of routine county business including $3,197,339.28 in payables, minimum bids for a Sept. 9 tax-deed auction covering 11 parcels, a temporary floor plan for the Old Courthouse to house a district judge and a magistrate, renewals for monitoring and legal research contracts, an airport work order tied to a reimbursable grant, a lease addendum, and an annexation into the Eastside Fire Protection District.

The actions, taken during a regularly scheduled Board of County Commissioners meeting with Commissioner Eberlein and Chair Pro Tem Duncan present (Commissioner Metari was excused), were approved by unanimous recorded voice votes where recorded.

The board approved payables for the period July 28 through Aug. 1, 2025, in the amount of $3,197,339.28 and jury panel payments of $1,477.20. The motion passed with recorded “Aye” votes from Commissioner Eberlein and Chair Pro Tem Duncan.

Treasurer’s Office staff member Kelly Weest asked the board to approve proposed minimum bids for the county’s tax-deed auction set for Sept. 9; she said 11 parcels had recorded tax deeds and the treasurer’s office sought board approval of the minimum-bid proposal. Samantha Wallace, deputy trial court administrator, presented a proposed temporary floor plan to place a new district judge and one magistrate on the northwest wing of the Old Courthouse second floor. Hunter described the agreement as a supply-and-maintenance contract to keep existing devices functioning. The board approved the renewal.

Kim Stevenson, speaking for the county airport, asked for signature on Adura Group Inc. work order 25-004 tied to Idaho Transportation Department grant ITP F258COE for PAPI and MIRL runway lighting. Stevenson said the engineering fees total $115,622.05 and are 100% reimbursable through the grant. The board approved the work order.

The board approved an addendum (AAL2022-2100, addendum A) to the CSI Flight Services LLC lease at the Coeur d’Alene Airport that adjusts the lot exhibit; Stevenson said the change yields annual revenue of $3,568.90 for the airport.

Pat Braden, civil deputy prosecutor, presented a renewal of the county’s Westlaw contract with Thomson Reuters for the prosecuting attorney’s office. Braden said the county declined an upgrade because staff found the existing service sufficient; the renewal locks in a 5% price increase scheduled for 2027 and 2028. The board approved the renewal.

On a land-use/service matter, the board approved an annexation into the Eastside Fire Protection District for two parcels associated with DSK 1 LLC on Driftwood Point on the east side of Coeur d’Alene Lake; staff reported the annexation closes gaps in the district’s service area and recommended approval.
