Clinton council approves budget closeout, pay-grade additions, personnel policy changes and airport board appointments; schedules street fair

The Clinton City Council approved several administrative items including budget amendments, pay-plan updates, personnel-policy changes and appointments.
Budget and ARPA: City staff presented two budget amendments to finalize and close out an ARPA general fund project and move any remaining funds back into the general fund. Staff said a position previously partially funded by ARPA has now been appropriated within the general fund. The council voted to approve both amendments.
Pay plan and personnel policy: Council approved adding two job titles to the pay plan: a lead detective (grade 18) and a downtown development manager (grade 21). Staff described the changes as restructuring following the departure of the previous planning director and assigning downtown duties to a new manager position.
Council also voted to amend the personnel policy to add clarifying language to Article 9, sections 2 and 5, including language that addresses employee recording of other employees (the policy applies to city employees, not the general public). Council members asked for clarification during the discussion; staff confirmed the policy applies to employees and is a personnel policy, not a public-recording restriction.
Appointments and events: Council re-nominated Dr. Guzman to the airport board and nominated Dr. Ted Thomas for an airport board seat; the nominations were seconded and approved. Council also approved the annual street fair to be held Oct. 10–11 with the usual street closures and parking-lot arrangements; staff said the car show will be at the market as in prior years.
