Key vote outcomes
- Rezone P24-0165 (Saks Bishop LLC), 0.89 acres at 5300 Macon Highway, from AG to B-2: Approved with seven conditions. Staff recommended conditional approval; planning commission recommended approval with the same conditions. The applicant said the rezoning would allow a potential restaurant and sewer upgrades; the applicant noted a planned stub for city water and that septic would be replaced to meet restaurant requirements.
- Rezone P24-0235 (Alexander & Sayed), 6.221 acres at 1967 and 1971 Flat Rock Road, from AR to AG (retaining two AR lots): Approved with two conditions. The owner, Alex Gann, said the request was intended to correct previous lot lines related to a neighbor's purchase. Two associated variances were approved: - Variance P25-0097: Reduce front setback from 30 ft to 22.1 ft and side setback from 15 ft to 7.6 ft to accommodate existing structures — approved with one condition. - Variance P25-0098: Reduce side yard setback from 15 ft to 13.3 ft — approved with one condition.
- Rezone P25-0075 and P25-0076 (Icy Forest LLC), ~197.12 acres and ~6.56 acres on Old Barnet Shoals Road, from AR to AG, and deletion/modification of prior rezoning conditions: Both approved with one standard condition each. - Rezone P25-0110 (Gildardo Orocho), 11.23 acres at 1760 and 1830 Pete Dickens Road, from AG to AR to allow a five-lot minor subdivision: Approved with three standard conditions. The project proponent’s engineer asked that a condition addressing public water be struck; staff clarified that the condition applies only if public water is proposed.
- Variance P25-0120 (Gary Gilmer), allow a private freestanding garage in the front yard and reduce required garage setback on a 2.25-acre lot at 1010 Brookwood Place: Approved with one condition. Applicant said corner-lot setbacks create practical restrictions.
- Rezone P25-0139 (Board-initiated): Amendment to remove a prior condition requiring future right-of-way dedication for the Pete Dickens Road realignment from three older rezonings (2385, 2581, 2582): Approved with three conditions; staff said the future right-of-way is no longer needed as shown in long-range transportation plans and recent GDOT reconfiguration.
- Adoption of 2025 county tax millage rates: Board approved an unincorporated rate of 4.184 mills and an incorporated rate of 5.154 mills. County staff reported FY2026 general fund budget of $45,704,250 and said the unincorporated rate is lower than the calculated rollback amount. Staff reported digest changes and homestead-exemption adjustments applied for 2025.
