Clayton County commissioners approve parking ordinance, set homestead referendum and approve appointments; several items tabled

Clayton County commissioners on Tuesday approved several measures, appointed officials to multiple boards, and deferred personnel and budget items for further review.
What passed: The board adopted Ordinance 2025-159 to amend the county—s quality-of-life code to allow limited, documented commercial-vehicle parking at residences for employees who must respond to emergencies. The change does not broadly permit commercial vehicles in residential areas; code enforcement may issue a notice and permit compliance documentation from an employer to avoid a citation.
The board also approved Resolution 2025-161 authorizing a November ballot referendum to allow an additional homestead exemption for certain disabled veterans, senior citizens, remarried surviving spouses of public safety officers killed in the line of duty, and 100% disabled residents. The referendum would, if approved by voters, take effect Jan. 1, 2026, and run through Dec. 31, 2030.
By voice vote the board approved Resolution 2025-162, authorizing county support for a road-renaming/dedication event hosted by Commissioner Devant Davis with members of the state legislative delegation. Commissioner Gail Hambrick and one other commissioner voiced concerns about the timing and a pending lawsuit mentioned in public comments, but the resolution passed.
Appointments and executive-session actions: The board confirmed an array of appointments to county advisory boards and authorities, including reappointments and new members to Code Enforcement, Community Service Board, Zoning Advisory Group and others. In executive session the board authorized a settlement in an auto-collision claim for $32,000, authorized county counsel to submit a mass-ballot vote on the Purdue/Sackler bankruptcy on behalf of Clayton County, and appointed Melissa Bridal Myers as interim director of Senior Services effective July 19 at a stated salary of $123,007.92.
Items deferred or moved: Items 10 and 11 (personnel reclassifications tied to Transportation & Development and elections) were removed from the evening—s regular agenda after staff and commissioners agreed to offline discussions and a work-session review. The proposed Budget Amendment 2-3 (item 12) requesting $200,000 for the Alzheimer—s Services Center was held and will return on Aug. 19 after finance provides the organization—s books.
