IMPD hires former Ferguson chief for leadership training under $12,000 contract

The training is intended to provide continuing education for IMPD leadership beyond the basic supervisor school received at promotion, Hall said. The contract covers sessions led by Jason Armstrong, a former police chief in Ferguson, Missouri, who Hall said "is known for his approach to leadership and community engagement." "We felt like he was positioned more so than other vendors to provide this unique training to IMPD," Hall said.
Board members asked how the training relates to a separate, multi-year organizational study; Hall said it is not an implementation of that study but a distinct leadership-training effort. Hall said the plan calls for one session for command staff and two sessions for first-line and mid-level managers; each session is four hours. She gave tentative dates for the sessions of Sept. 22 and Sept. 23, 2025, and said the contract will remain in effect until the training concludes.
A board member called the price reasonable given the scope. "It seems like a pretty reasonable price tag for that much training," the board member said.
The board voted to adopt agenda item 080625A. The motion was moved and seconded and passed on a voice vote; no members recorded opposition.
The contract is billed as a one-time training engagement rather than ongoing professional development. Meeting discussion focused on the structure, objectives and the trainer's background; no implementation details beyond dates, session counts and objectives were finalized at the meeting. Hall and a deputy chief from IMPD were on hand to answer questions and said they would return with any additional logistics if needed.
