The San Antonio Building Standards Board on Aug. 7, 2025, ordered repairs for 1335 Brighton Avenue, finding the property feasible for restoration and setting a 90-day deadline from the issuance of the order.
Dangerous premises officer Bergharian Bledsoe presented photographs and inspection findings showing extensive wood-siding deterioration, roof damage, rotted ceiling joists and water damage. Staff recommended the board issue a repair order under City Code Article 8, Chapter 6. Bledsoe told the board that the owner, identified as Feliciano R. Certuche, had that day provided a scope of work and financial proof and had pulled a residential repair permit and a reroof permit after a pre-board conference in April 2025.
The owner, who attended the hearing with a Spanish-language interpreter, said he was performing repairs himself and expected to finish the remaining work in under eight months, including an addition at the rear. Board members asked about permits and whether foundation or engineer approvals had been obtained for the addition; staff and legal explained that a separate foundation permit and an engineer’s letter are required before foundation/foundation-permit approval. Staff also said that unlocking the case and issuing a repair order would allow the owner to continue applying for necessary permits and proceed with inspections.
Robert Behnke moved to order repair rather than demolition and set the completion deadline at 90 days from issuance. Robert Tapia seconded. During amendment and discussion the board required 30-day progress reports, that all required trade permits (electrical, plumbing, HVAC) be pulled, that an engineer’s letter be provided for foundation/footing approval, and that the roofing permit be updated to reflect the full scope if necessary. The motion passed by a 6–0 roll call.
The board’s order allows the owner to continue work with inspections and permits but requires the additional documentation and periodic reports the board specified. Staff will inspect for compliance and return the matter to the board if the owner does not meet the conditions.
