Del City council approves sewer repair, water-plant filter purchase and multiple contracts; denies one home-occupation permit

The Del City City Council and its municipal authorities approved a series of purchases, contracts and settlements at the Aug. 4 meeting and denied a request for a special-use permit.
Key approvals included an emergency sewer-line replacement, a purchase of carbon filter media for the Del City water plant and several security, fence and maintenance contracts. Councilors also ratified previously abated property cleanup costs and approved a software-subscription renewal for the police department. The council denied one special-use permit for a home occupation in Royal Woods Circle.

- Emergency sewer-line repair: The Del City Municipal Services Authority approved the purchase of 355 feet of replacement sewer line from 4753 SE 5th Street to 4757 SE 6th Street for an amount not to exceed $55,000. The motion carried unanimously at that authority meeting.
- Carbon filter media at the water treatment plant: Trustees approved purchasing carbon filter media from Cabot/Norit Americas, Inc., in an amount not to exceed $110,175 to replace a portion of filter media aimed at reducing taste, odor and THM levels at the Del City Water Plant. Trustees discussed ongoing work on an earlier filter remediation project and said the city is pursuing completion of all necessary filter replacements.
- DEQ NPDES annual invoice: The Municipal Services Authority approved payment of a required annual nonindustrial discharge permit invoice to the Oklahoma Department of Environmental Quality, permit NPDESOK0026085, period 7/1/24–6/30/25, in the amount of $10,634.66.
- Access control systems and fence: The council approved purchase of a multi-point access control system for City Hall (not to exceed $10,752) and a separate access control system and gate for Public Works (not to exceed $23,000). The council also authorized Patriot General Contracting LLC to demolish 325 feet of existing fence and install 325 feet of new privacy fence at City Hall in an amount not to exceed $11,800.
- Abatements: The council ratified assessment of abatement cleanup costs to property owners totaling $15,646.26 across 19 properties (individual amounts were read into the record and included multiple entries above $1,000 for repeat offenders).
- Leeds Online renewal: The council approved renewal of a subscription to the Leeds Online PowerPlus investigative system for the police department for $4,235 for the period 8/1/25–6/30/26. Police described the service as a routine investigative tool used to locate leads and historical records.
- Workers' compensation settlement: The council approved Resolution No. 08042025, authorizing a compromise settlement by joint petition in workers’ compensation commission case CM3202402146 (Brady Skillings v. City of Del City). The resolution cites Oklahoma Statutes and constitutional provisions and authorized the mayor to sign necessary documents and the city attorney to deliver payment on receipt of releases.
- Special-use permit: The council denied adoption of Ordinance No. 1447, a request for a special-use permit for a home occupation at 3424 Royal Woods Circle (PC application PC-683-25). The council vote on the denial carried.
Several consent and ministerial items also passed by unanimous consent, including minutes, a purchase order for quarterly newsletter printing (DPM Group, not to exceed $13,000) and approvals for routine minutes and agency matters. The council recessed into an executive session on pending investigations and returned to authorize the mayor to execute documents including a separation agreement with Emma Friedland. No further details of the executive-session discussions were disclosed in open session.
