The High Point City Council took several formal actions at its Aug. 4 meeting. Below are motions recorded during the meeting and their outcomes as stated on the public record.

• Resolution of intent: voluntary noncontiguous annexation (approx. 2.39 acres at 8034 National Service Road; public hearing set) — Agenda item 2025-325. Staff described the parcel (Guilford County Tax Parcel 170868) and requested a public hearing date. Motion to set public hearing: motion made by Council Member Holmes; seconded by Council Member Andrew. Outcome: motion passed by voice vote. Public hearing date set for Sept. 22, 2025.
• Project Tilt incentive authorization (140 Church Avenue): approve performance-based building upfit grant of $75,000 over two years — Agenda item 2025-327. Motion to approve: made by Mayor Pro Tem Moore; seconded by Council Member Peters. Outcome: approved by voice vote.
• Approve 2025–29 Consolidated Plan and 2025 Annual Action Plan (CDBG/HOME priorities and uses) — Agenda item 2025-336. Motion to approve: made by Council Member Andrew; seconded by Council Member Johnson. Outcome: approved by voice vote. Staff must submit the plan to HUD by Aug. 16, 2025.
• Confirm appointment of Richard Baker to the Parks and Recreation Commission (term to 07/01/2027) — Agenda item 2025-332. Motion to confirm: made by Council Member Holmes; seconded by Council Member Johnson. Outcome: appointment approved by voice vote.
• Confirm appointment of Darryl Williams to the Parks and Recreation Commission (term to 07/01/2026) — Agenda item 2025-333. Motion to confirm: made by Council Member Cook; seconded by Mayor Pro Tem Moore. Outcome: appointment approved by voice vote.
