Thurston County OKs interlocal agreement to provide district court services for Olympia

Thurston County commissioners voted unanimously July 29 to approve an interlocal agreement that will have Thurston County District Court provide court services for the City of Olympia, including progressive alternative and supervised probation.
County Manager Leonard Hernandez told the board the city requested Thurston County provide all court services and that the agreement covers a prorated, fully covered cost of service through Dec. 31, 2026. Hernandez said the city’s contractual costs will be incorporated into the county’s cost analysis for renewal beginning Feb. 19, 2027.
Frankie Peters, court executive officer for Thurston County District Court, said the request came earlier in 2025 and thanked managers and budget staff for their work on the proposal. “There’s been a lot of hands put into this and a lot of work,” Peters said.
Commissioners moved and seconded the measure, and the board voted in favor. Chair Ty Metzler called for the vote, and the motion carried unanimously.
The approved motion authorized the county manager to execute the interlocal agreement, according to the motion placed on the record at the meeting. Board materials presented at the meeting state the city’s costs are to be prorated and fully covered through Dec. 31, 2026; the transcript records that those costs “will be incorporated into the cost analysis alongside jurisdictional costs up for renewal beginning in 02/19/27.”
Earlier in the meeting the board also approved the amended consent agenda (items 1–22) by unanimous vote. The consent vote was recorded immediately prior to the district court item and was approved as presented.
No further public testimony or additional motions on the interlocal agreement were recorded during the discussion. The board recessed after the vote and proceeded with remaining agenda items, including commissioner reports and public comment.
