Carpinteria adopts 3.4% increase to fire protection mitigation fees

The Carpinteria City Council on July 28 adopted Resolution No. 6416, accepting the Carpinteria-Summerlin Fire Protection District's annual report and approving a 3.4% increase to the district's fire protection mitigation fee schedule.
Staff told the council the fees are updated using a construction cost index and that the district board approved the updated schedule on July 1, 2025. The staff report described two types of fees: a per-unit fee and a per-square-foot fee. The staff presentation included examples: under the proposed schedule a standard residential development fee for the first 2,700 square feet would increase by $93.87 to $2,854.87; a mobile home fee would be listed at $4,936.32. Per-square-foot fees were also adjusted — for example, the retail/service and office rate was shown as $5.16 per square foot.
Fire Marshal Lamonico told the council, "As you can see across the board, it's a 3.4% increase." Councilmembers confirmed the fees are charged to developers at building permit or project intake and that the city collects the fees on behalf of the fire district. The council voted to adopt the resolution by voice vote.
Staff said the increase reflects the prior fiscal year's construction cost index averages used by nearby jurisdictions and that the update ensures the district has funds for equipment and facility needs tied to new development.
