Eagle Pass ISD trustees approve hires, term contracts and superintendent addendum; vote to opt out of UIL rule

Eagle Pass Independent School District trustees on Thursday, July 24, 2025, in a meeting at the district boardroom approved requests to hire personnel to fill vacancies, accepted term contracts, approved a revision to policy FD(Local) as recommended by the Texas Association of School Boards and approved a superintendent evaluation and contract addendum following a closed-session review; the board also voted to opt out of provisions of UIL Senate Bill 401 concerning homeschool student participation.

The actions were largely procedural and passed with motions and seconds recorded in the meeting. Trustee Hiller moved to approve hires to fill vacancies; Trustee Herrera seconded and the motion passed. Trustee Barrera moved to approve the term contracts as presented; Trustee Lipson seconded and the motion passed. Trustee Gonzales moved to opt out of UIL Senate Bill 401 relating to homeschool student participation; Trustee Martinez seconded. The board recorded one opposing vote on the opt-out motion and the motion passed. Trustees later approved a revision to policy FD(Local) recommended by the Texas Association of School Boards (TASB) after a motion by Trustee Hiller and a second from Trustee Gonzalez.

The board approved the superintendent's evaluation and a contract addendum that had been discussed in closed session. Trustee Perry moved to approve the superintendent evaluation and contract addendum; Trustee Gonzales seconded. That motion passed on a recorded vote of five in favor and two opposed.

Meeting minutes and the board's recorded motions show that the board handled the items under relevant sections of the Texas Government Code: personnel and closed-session authority were invoked during the motions (the board cited TGC §551.074 for personnel items and TGC §551.071 in connection with the UIL opt-out item). The meeting included brief procedural discussion only; no additional public testimony or extended debate on the policies, contracts or the UIL opt-out was recorded in the transcript.

In correspondence and information at the meeting's close, staff member Magalas announced upcoming events: a new-teacher breakfast at 7:30 a.m. Monday, July 28, a district kickoff listed as Thursday, Aug. 11, the regular August board meeting on Tuesday, Aug. 12, and the Chamber of Commerce back-to-school luncheon at 11:30 a.m. Wednesday, Aug. 20.
