City staff described a "clearing house" process in which departmental data requests would be routed to the City Administrative Officer (CAO) and the mayor's office for review to determine whether policy issues or appropriations were implicated. If additional resources or policy determinations are required, the matter would be reported to the ad hoc committee and the mayor and then to the council; if not, departments with CAO assistance would prepare the data and transmit it through the mayor and the ad hoc committee to the council for response to LAFCO.
Councilmembers emphasized the importance of keeping the process public and timely. Councilmember Misikowski asked that the ad hoc committee name be changed to reflect "Special Reorganization," and the council approved that change. Councilmember Zbornich moved an amendment requiring that the clearing house notify the ad hoc committee within 30 days if a requested LAFCO data item cannot be completed within 90 days; the amendment was incorporated and the motion carried on a recorded vote.
Officials said they will dedicate staff resources to the function, including at least two full-time staff assigned to help respond to LAFCO requests, and emphasized the city's legal requirement under state law to provide requested information. LAFCO representatives present at a prior meeting were quoted in council discussion as seeking assurance that the city would provide timely and accurate data.
The council approved the procedure and the name change by recorded vote and directed staff to implement the flow of information and the reporting timeline included in the adopted motion.
