Superintendent reports hiring progress, middle-school land use and federal funding uncertainty

Personnel and hiring Passard said several additions were made to the superintendent’s personnel report, including transfers, a job-sharing position, and new professional and support staff hires. She reported a small number of remaining vacancies: two elementary floating counselors, a sixth-grade math position at Lamberton Middle School, and a physical education teacher and speech clinician at Bellaire. Passard said speech clinician vacancies that had previously required contracting out have been filled.
Kelly Education Services, the district’s hiring vendor, has converted many long-term substitutes and paraprofessionals to district hires: 84 paraprofessionals and 53 substitutes hired, with additional candidates in process. The district noted roughly 130 paraprofessional positions exist at full staffing and said onboarding continues.
New middle school project Passard reported that North Middleton Township supervisors unanimously approved the first phase of conditional use for the new middle school land project. The district must return to the township multiple times for later approvals; questions at the hearing focused on traffic patterns and emergency access. Consultants mentioned included Justin Doty (civil engineer/land surveyor) and Crabtree Rohrbaugh Associates and Saxton & Stump (as consultants/advisors).
Federal funds and intermediate unit update Administrators and committee members briefed the board on uncertainty around Title II, III and IV federal funds. The administration said the funds were appropriated but may not be released to states in time for the 2026–27 school year; the district expects some impact on after‑school and enrichment programs if funds are delayed.
Additional items Director Mike highlighted professional development offerings and community events such as the kindergarten “bash” and Fill the Bus, a United Way project. Board representatives reported on Capital Area Intermediate Unit governance concerns and turnover and encouraged community giving for Project Share.
