Committee backs forwarding liquor-license resolution for The Stud at 1123 Folsom

The Public Safety and Neighborhood Services Committee voted 3-0 on July 24 to direct the clerk to prepare a resolution recommending that the full Board of Supervisors find issuance of a Type 90 on‑sale general music venue beer, wine and distilled spirits license to Universal Life Corral LLC, doing business as The Stud at 1123 Folsom Street, would serve the public convenience or necessity.

The recommendation follows a Police Department PCN (public convenience or necessity) report presented by Officer Brandon Erickson of the SFPD ABC liaison unit, who said the application drew two letters of protest and zero letters of support, and that the site is “located in Plot 244 A, which is considered a high crime area” and in “Census Tract 178.04, which is considered a high concentration area.” Erickson reported that Southern Station had no opposition and that the AOU recommended approval with conditions including noise limits tied to any San Francisco Entertainment Commission entertainment permit, continuous supervision of the outdoor patio while alcohol is served, monitoring to prevent loitering, litter control, and at least two uniform security guards when live entertainment is provided.

An applicant representative, identifying the reopening of The Stud as "a true labor of love," told supervisors the venue seeks to switch to a Type 90 license to free capital for renovations and soundproofing. Chair Matt Dorsey, who opened the item, described The Stud as one of the city’s longest‑running LGBTQ+ venues and said he was “happy to support the issuance of this liquor license.”

Several neighbors and community members spoke in support during public comment. Natalie Padron, who said she lives about a block away, said she was ‘‘really happy to be near a venue’’ and added, “I’d much rather fall asleep to disco music.” Other speakers — including a local grocery owner, gallery operator and a resident who lives and works across the street — described The Stud as a cultural anchor and urged the committee to recommend approval.

With no amendments to the clerk’s requested resolution, Supervisor Danny Sauter, Vice Chair Blal Mahmood and Chair Dorsey cast aye votes; the clerk recorded three ayes and the motion passed. The clerk will prepare and forward the resolution with the committee’s positive recommendation to the full Board of Supervisors, where final action will be taken.

The PCN report and the AOU conditions cited by SFPD referenced required entertainment permits issued by the San Francisco Entertainment Commission and ABC form 257 as the map of the area under applicant control; the committee’s action was limited to directing the clerk to prepare the recommendation for the full board. The clerk noted items acted on by the committee are expected to appear on the Board agenda of Sept. 2, 2025 unless otherwise stated.

Ending: The Stud’s application will move to the full Board with a positive committee recommendation; any final license issuance remains subject to Board action and compliance with the ABC and Entertainment Commission conditions noted in the PCN report.
