Council to introduce ordinance change after recycling committee opposes condominium reimbursement

Garen said that section 3 requires advisory‑committee advice before the council can amend the reimbursement provision and that a public hearing must be held before the council can rescind or amend it.
Councilors discussed timing and procedure. A councilor said the charter requires that ordinance changes be introduced by a council member to start the process, after which legal review and formal posting of proposed language follow. The council directed staff to post an introduction and move forward with the ordinance change process; councilors indicated they would target the Aug. 27 regular meeting for the public hearing on the proposed change.
