Madison County fiscal court approves CDBG application for Kirksville fire station and several infrastructure and economic development resolutions

Madison County Fiscal Court on July 22 approved a slate of resolutions authorizing grant applications, a highway memorandum of agreement and a reassignment of a property purchase agreement related to local economic development.
The court voted unanimously on each item presented. The most prominent action was Resolution 2025-066, which authorizes submission of a U.S. Department of Housing and Urban Development Community Development Block Grant application seeking $850,000 to construct a new fire station for the Kirksville Volunteer Fire Department. Logan Hart, who presented the request, said the department had previously applied in 2022 and did not qualify then but was able to resurvey the service area; he described the low-to-moderate-income survey process as randomized and said the team "think[s] there's a very good chance" the area will qualify. Hart also said the state has a new matching program that can cover most of the CDBG match obligation, increasing the project’s feasibility.
Other resolutions approved by voice and roll call included:
- Resolution 2025-067: Memorandum of Agreement with the Kentucky Transportation Cabinet’s Department of Highways to resurface Peyton Town Road (FD 14) with County Priority Projects Program funds of $173,000. County staff said the amount will cover resurfacing roughly 1.9 miles of roadway and that the funding had been requested for several years.
- Resolution 2025-068: Authorization to submit an application to the Kentucky Economic Development Finance Authority (KEDFA) to fund a portion of due-diligence costs for a development site at 2494 Lexington Road; the court designated the judge executive as the authorized representative for the application.
- Resolution 2025-069: Formal reassignment of the county’s purchase agreement for 2494 Lexington Road to the Central Kentucky Business Park Authority; the measure authorizes the judge executive to execute documents needed to complete the reassignment and includes a reversion clause if the authority elects not to proceed.
- Resolution 2025-070: Approval of the third amendment to the agreement with the American Battlefield Trust and the City of Richmond to extend the closing date on a conservation conveyance for three parcels at 976 Battlefield Memorial Highway; the new closing date is November 30, 2025.
The court also approved personnel hiring recommendations included in the meeting packet and approved paying claims and transfers.
What court members said: Several members described the Kirksville fire station as a "critical need" and praised the potential for the state matching funds to reduce the local match. On Peyton Town Road, members noted the road’s poor condition and said the project is needed where corridor work has caused additional traffic and wear.
Votes and outcome: For each resolution the clerk called the roll and recorded affirmatives from the present magistrates and the judge; no negative votes or abstentions were recorded in the transcript. The court set next meetings and adjourned after completing business.
No litigation, ordinance adoptions or long-term contractual awards were finalized at the meeting beyond authorizations and grant applications; project implementation will depend on external approvals and grant awards.
