Council authorizes mayor to finalize Mountain Road right‑of‑way agreements with flexible timelines

City staff told the council the city has received an initial $1.3 million from the county to purchase right‑of‑way along the Mountain Road alignment and that the total cost to acquire the full alignment will exceed that amount. Staff presented a template agreement and recommended the council authorize the mayor to execute individualized agreements with landowners, allowing minor timeline adjustments during negotiations.
John Call said the design for the alignment is nearly complete and that the city anticipates additional county funding over the next three years to complete acquisitions. He said individual landowners who are willing to install infrastructure sooner could be prioritized for earlier acquisition: "If you're gonna partner and commit to finishing stuff sooner, then we're gonna work with you because that gives us the infrastructure sooner," Call said.
Call also recommended formalizing the city’s historical practice of paying for the middle 20 feet of Mountain Road pavement in an 80‑foot right of way and said staff planned to use approved appraisals and acquisition agents to proceed.
Council member [Pulver] moved to approve the agreement template and to allow the mayor to make minor timeline adjustments in negotiations with landowners; a second was offered and the council voted to approve the motion. The motion passed unanimously.
