Timnath Council adopts Northern Colorado water principles to discourage transfers out of region

The Timnath Town Council voted 4-0 on July 22 to approve Resolution No. 51, adopting the Northern Colorado water principles. Director Stone presented the resolution on behalf of the town and explained the principles were developed by the Northern Colorado Water Alliance and the NoCo Foundation to preserve local water resources, support regional collaboration and encourage mitigation for out-of-region transfers.
The resolution is nonbinding and does not alter existing water rights. Stone and NoCo Foundation representatives described the principles as a regional statement of priorities: retaining water for local beneficial use, supporting investments in system resiliency, and encouraging transparency and regional collaboration. The resolution language was intentionally framed to “discourage” transfers rather than to outright oppose them; Alliance members said that softer language allowed broader agreement among water districts, municipalities and counties.
Stone told council the resolution positions Timnath as an active regional partner and carries no direct financial implications. He said any future policy actions with financial implications would be brought back to the council for review.
During discussion councilors expressed support for the measures and noted the link between water costs and housing affordability. Council then moved and seconded the resolution; the motion passed 4-0.
