City reports construction at Barker Depot, RDA reimbursements beginning; Placer AI used to analyze event and retail visits

Bank of America is under construction and a Lock It Up storage facility is also being built on 2000 North, the presenter said.
On the RDA grants approved last December, Cannery, Big O Tires and Northern Ice have executed RDA contracts and are working through entitlement steps. Staff reported that the city received Big O Tires’ first reimbursement request for signage and will process it.
Economic development staff demonstrated Placer AI-derived attendance and visitation patterns. The software’s estimate of parade attendance for Cherry Days was about 9,000 people in 2025 versus about 6,000 in 2022; staff cautioned that 2020–22 figures include COVID-era effects and that Placer AI uses an aggregated, statistically modeled sample of mobile devices. The presenter said North Ogden Park draws roughly 179,000 visits annually and that the Crossroads shopping area (Smith’s/Starbucks/Ace) shows about 3.4 million annual visits, with peak daily traffic around the Saturday before Mother’s Day.
The council and staff discussed timing of the traffic signal installation tied to tenant occupancy at the AFCU and Barker Depot developments, the limits on disclosing tenant leases before final signatures, and the possibility of returning RDA funds to council for reallocation if contracted recipients do not move forward within roughly six to eight weeks.
Ending: Staff said Placer AI will be used to guide public safety planning and parks operations (for example, mowing and staffing) and that the city will continue outreach to RDA recipients to expedite projects and reimbursements.
