Derek Max, representing the applicant, explained that the hired soil scientist (Steve Shamil) had been injured but provided a letter recommending lateral trenches and on-site observation to identify the wetland horizon beneath thick mulch. Max said the consultant estimated the digging would take “about half a day.”
Commission members required a written plan showing the proposed trenches, the consultant’s professional credentials, and requested that either the agent or a commissioner be present during the limited excavation. Commissioners said the work should use a smooth ditching bucket and stop when the team reached suspected wetland material, then confirm hydric indicators by hand auger or trowel.
The commission voted to continue the formal hearing on this parcel to Aug. 12, 2025, and asked the applicant to provide a stamped plan, credentials for the soil scientist, and to notify the agent before any on‑site exposure takes place. The commission emphasized that at least one commission member or the agent must witness any excavation.
