Plainview ISD presents TEA 2023 ratings and projects district rating improvement for 2025

District accountability officer Miss Carrasco reported that TEA’s 2023 ratings — which were delayed by litigation — assigned Plainview ISD an overall district rating of 69 (a D). Campus results for 2023 cited in the presentation included: Plainview High School 84 (B); Plainview Junior High 66 (D) with two campus distinctions including Postsecondary Readiness; Plainview Intermediate 64 (D); North Elementary 62 (D); Central Elementary 65 (D); and South Elementary 55 (F, resulting in comprehensive support designation). The district rating is a weighted aggregation; Carrasco said secondary campuses carry more weight because of their enrollment share.
Carrasco presented preliminary, student‑level projections that as‑filed to TEA indicate an improved district score for 2025. The district projected a 2025 overall score of 74 (a C) driven largely by substantial projected increases at elementary campuses: North 84 (B), Central 90 (A), South 87 (B), and projected modest gains at secondary campuses (Plainview High projected 79, Junior High projected 70). Carrasco cautioned the board that the August 13 TEA release will reflect final accountability data after the October enrollment/assessment roster reconciliation; district projections may shift by two to three points after those adjustments.
Why this matters: State accountability ratings affect public perception, campus interventions and eligibility for certain supports. The district noted earlier data reviews and campus improvement plans were based on the 2023 underlying data even though letter grades were not finalized until the TEA release.
District next steps: Staff will receive final accountability files in August and will post final ratings when TEA issues them; campus improvement plans and instruction adjustments are ongoing, and the district emphasized gains at elementary campuses as a driver of potential district‑level improvement.
