The Kings County Board of Supervisors adopted Development Code text change number 668.19 and waived a second reading of ordinance number 668‑1‑25 on July 22, approving limited outdoor or off‑site advertising in the Neighborhood Commercial (CN) zone adjacent to state highways.
Yesenia Carrufa, planner with the Community Development Agency, told the board the change responds to private‑industry interest and would permit off‑site advertising in the CN zone through a nondiscretionary site plan review zoning permit. She said the amendment would also require lighting be arranged to reflect away from adjacent properties and would raise the maximum aggregate area for outdoor advertising from 240 square feet to 450 square feet.
Carrufa noted staff and the Planning Commission reviewed the proposal; the Planning Commission adopted Resolution 25‑03 on June 2 recommending approval. The county found the text change exempt from CEQA under the general rule (CEQA Guidelines §15061(b)(3)) and recommended adoption of the ordinance and waiving the second reading.
After no public comment, the board voted 5‑0 to adopt the ordinance. The change becomes effective 30 days after adoption unless a different effective date is specified in the ordinance.
Board members did not request substantive alterations to the proposal during the hearing. County staff said the amendment is intended to maintain consistency with the General Plan’s neighborhood commercial designation while adding regulatory controls for lighting and aggregate sign area.
