Monroe council confirms parks and lodging-tax appointees, defers opioid settlement spending plan

MONROE CITY — The Monroe City Council on Oct. 14 confirmed a mayoral parks-board appointment, filled three Lodging Tax Advisory Committee seats and approved the regular consent agenda while removing the city’s opioid settlement funding spending plan for separate consideration at a later meeting.
Mayor and council members voted unanimously to approve the consent agenda items 5–5.17 with the exception of item 5.7, described in the meeting as the opioid settlement funding spending plan. Council Member Fisher moved to remove 5.7 from the consent agenda for further discussion; the motion to approve the remainder of the consent agenda passed 6-0. Council colleagues agreed to place item 5.7 on a future agenda after staff confirmed there was no reason it had to be decided that night.
The council then took up a mayoral appointment to the Park Board. The mayor nominated Haley Hanford. Council Member Beaumont moved to confirm Hanford to fill the unexpired term for Park Board Position 6 ending Dec. 31, 2025; the motion (Beaumont, second Fisher) passed 5-0. The council immediately voted to confirm Hanford to a full four-year term for the same position commencing Jan. 1, 2026 and ending Dec. 31, 2029; that motion (Beaumont, second Fisher) also passed 5-0. Hanford addressed the council briefly at the podium saying she wanted to support parks that are “clean, accessible, and safe.”
Separately, the council confirmed appointments to the Lodging Tax Advisory Committee (LTAC), which the city said must include nonprofit representatives eligible for lodging-tax grants, lodging business owners and a council member as chair. The council approved the mayor’s recommended reappointments by unanimous vote (6-0): Karim Birasidhu to LTAC Position 2 (lodging business member) through June 30, 2026 (motion by Walker, second noted in the record); Doug Hobbs to Position 3 (tourism industry member) through June 30, 2026 (moved by Fisher, second Fulcher); and Connie Goss to Position 4 (tourism industry member) through June 30, 2026 (moved by Fulcher, second Hanford).
Why it matters: Park-board and LTAC seats influence local parks planning and how lodging-tax revenues are allocated for tourism and events. The opioid settlement spending plan, removed from the consent agenda, will return for council discussion and possible action at a later meeting, giving council members additional time to review proposed allocations.
The meeting included routine housekeeping and department reports after the votes. The session recessed into executive session later in the evening and adjourned after the public portion concluded.
