Rochester council adopts developer parking agreement policy after heated debate

The policy was approved after two votes. Council Member Joseph Palmer moved to deny the policy; that motion failed 5–2. Council Member Pete Keane then moved to approve the policy; it carried 5–2, with Palmer and Council Member Fredericks voting no.
