CTE teacher Heather Rose named finalist for NCAT 2026 Burroughs Welcome Fund award

Heather Rose, a career and technical education teacher in Carteret County, was presented Aug. 5 as a finalist for the NCAT 2026 Burroughs Welcome Fund North Carolina Career and Technical Education Teacher of the Year Award; finalists will attend professional development in December and a winner will be named at an event in Greensboro.
At the Aug. 5 Carteret County Board of Education meeting, representatives from the North Carolina Center for the Advancement of Teaching announced that Heather Rose has been selected as a finalist for the NCAT 2026 Burroughs Welcome Fund North Carolina Career and Technical Education Teacher of the Year Award.
Dr. Brock Wamboll, executive director of the North Carolina Center for the Advancement of Teaching, spoke at the podium and presented a certificate recognizing Rose as a finalist, noting the award honors CTE teachers who show innovation, leadership and dedication in preparing students for college and career pathways. Presenters included Dr. Karen Sumner (NCCAT deputy executive director), Perry Harker (NCCAT board of trustees member and former Carteret County school board member), and John Kirkman (executive director, NC Association of Career and Technical Education). Principal Chris Davis and the district CTE director Lisonbee joined Rose at the podium for the recognition.
Dr. Wamboll said finalists will attend a week of professional development in December and that NCAT will celebrate finalists at a recognition event Dec. 4 at the Koury Convention Center in Greensboro, at which a winner will be named. The district's superintendent and board members congratulated Rose during the recognition.
Rose thanked the board and superintendent for support and said she was proud to represent the district. No award-winning district-level programs or funding amounts were discussed during the presentation.
