Board approves volunteer and student code revisions on first read; members debate public-participation and bus-route changes

The Carteret County Board of Education on Aug. 5 approved on first read a revision to policy 50-15 (school volunteers), including language about volunteer coaches, and approved a revised code of student conduct. The board temporarily approved those items so the policies would be in place for the start of the school year.
During the discussion, the board reviewed several local policy revisions. A staff presenter summarized changes: policy 23-10 (public participation at board meetings) was revised at the board’s request with a proposed change to lengthen the deadline for citizens to request adding an agenda item from 10 to 20 days. One board member urged retaining the existing 10-day requirement, saying the current timeline provides a good balance and that administrative discretion in later paragraphs already allows flexibility.
Board members also debated proposed edits to bus-route policy 6321 (ride-time language). Administration had requested removing the sentence that said, “to the extent practical and economically feasible, ride time should be less than 45 minutes one way.” One board member said keeping the sentence sets a useful standard to guide planning without creating a rigid mandate and asked the board to vote against removing it at second reading.
The board voted to approve policy 50-15 and the revised code of student conduct on first read. Motion to approve those items was made by Miss Kurzick and seconded by Mr. White; the motion carried on voice vote. The board also approved several secondary policies from the School Board Association’s spring 2025 packet; Mr. Whitford reviewed those and Mr. White moved approval, seconded by Miss Chadwick.
The presenter said the volunteer-policy revision and the code-of-conduct updates were requested by administration to align local practice with state reporting requirements and to clarify volunteer-coach legal capacities. The bus-route revision was requested by administration citing feasibility concerns for several routes; one board member asked that the 45-minute guidance be preserved at second reading.
